I have seen many iguanas do this, and you are right,
they are basically saying, "I don't want you to touch me"

I was also very surprised the first time I saw this,
I went into a reptile store and there was this big male green ig...

when I reached out to pet him, he flapped his hand back and slapped mine off of him!!
