What's interesting is that a lot of counties and states have laws about live-animal giveaways at fairs, carnivals, etc. Some prohibit such giveaways completely, while others require the person giving the animals away as prizes also provide the winner with specific information on diseases, etc. Which, of course, most don't want to do, so they stop giving animals away - or switch to a different species that they think people won't complain about.
The states and counties in which these activities are prohibited or have specific regulations in place rarely have anyone going around to the dozens, if not hundreds, of such carnivals and fairs every year, so the regulatory agencies rely on people who go to these events to report it. Since most people don't care about icky reptiles and the other "cheap" species given away, it doesn't occur to them that there's something inherently wrong with it. So, it's up to herpers to care about the herps and inverts given away.
