i'd do my best to get the turlte in to a vet for a necropsy... and bring in the live one too. There could have been a viral infection or a respiratory infection or other cause of death. If you catch it, you could save your other turle.
good luck, i hope you can get the tests done!! (ask your vet about a payment plan, etc)
