That iguana is not in bad shape.Although its skin is not very bright it looks ok..Is it eating???
About substrate...Only newspaper, because iguanas can eat the substrate and die.Yo can put substrate ONLY if you put a grill separating your ig's tongue from it.Look at the photo of my shedding Godzilla below.
The diet consists on dark green leaves mainly collards and water cress( except broccoli and spinash) and fruits like strawberries and mangos and water melon, but fruits must be only 10% of the diet.They eat also roots like shreded sweet potatos, turnip, eggplant, beet root, etc... You can give also, if he likes, once or twice a week, as treats, some rice and bread.
Careful with the temperature.Must be from 85 to 95(basking area) and dont forget iguanas need sun.

: i know i asked this once before..my printer was down..now it works so can print and keep a copy..i just took in this iguana.(4 feet).got it from a girl that really cared about it..she got it a year ago from someone that didn't care.she was moving to a place that wouldn't allow it...i thought she did a great job with it. i have monitors,tegus, and snakes so i'm not too green..the iguana was kept in a 125gal tank..i guess thats not real small..i'll get it into a 8x2x4'high this week...ok...the color looks right to me..it's moves are quick..this pic was taken through glass..first...substraight..how deep???is cypress ok??diet ...whats best???it will have uv lighting..temp..the ambient temp of my reptile garage is about 80 to 85...basking temp???the humidity is high ..still should it be misted???with water or what??thanks..billy
