You can go either way with flou tubes but keep in mind that at best you'll only be reading 20 microwatts/cm2 at a distance of 12" if you go with 2 bulbs. One bulb will give you 10 microwatts/cm2 @ 12". Any further away than that and your ig will not be getting any appreciable UVB at all. Also bear in mind that every 6 months you're going to have to replace the flou tube(s).
Personally, I'd go with a 160w flood merc vapor bulb in an enclosure that size. Greater UV output, longer lifespan, basking heat source as well. Over the course of a year they cost out to be the same if not cheaper than fluo tubes depending on where you purchase both.
And as far as radiant heat panels, they're all we use wherever we need ambient heat control.
