Igs bob their heads for a number of reasons. If they're biting too, it sounds to me like the aggressive one is feeling territorial. Iguanas are naturally territorial animals, and this is normal behavior unfortunately. Sometimes when two igs are kept together, one iguana will become dominant and won't even allow the other one to eat. If one of them is acting aggressive towards the other, I'd recommend you separate the two so they can each have their own territory. Some igs are better than others at sharing, and may be able to share a very large enclosure.
