not that this is necessarily the case (probably have to see pics to know exactly what the deal is...), but if there's an obvious point when the tail turns from scales to a different texture, and change in color, it's very likely because the iguana lost it's tail earlier in life for one reason or another and has regenerated. our ig Zilla's tail is like that on the last inch or 2 of his tail, because i think there was retained shed that ended up pinching off blood and so the end of the tail fell off. when i adopted him from his previous owner i noticed the tip of his tail had kinda a clump of something..... and sure enough with his next shed and a little work (soaking, etc.) the little nub of old shed came off and now months later it's regrown about 2 inches. and like you said, that part of his tail has a totally different look to it in texture and color.
also, another indication of a regenerated tail is that they sometimes don't grow completely straight, and so the tail appears bent a tiny bit where it fell off.
:mines tail is like defected, iots normal tail like for a feqw inches then it turns into this kinda just brown skin, that doesnt have teh same looking scales as the rest of him:Ian
