I've been working since 1979 to fight against cruelty or poor husbandry in pet stores, and have a fairly good idea when to call in animal control, or local humane society, or public health officials.
Since this case may have gone zoonotic (a human infected by a disease coming from an animal), it's usually quickest to get the board of health to come in and shut down the operation until the animals test disease free. They can decide to prosecute if the need arises.
I've demanded veterinary records from the animals in the store, as the SC Department of Health officials told me is my right. I am also seeking veterinary records of animals who were sold, then ended up needing treatment and that is where I need folks' help.
