The houses are close in my neighborhood and we have a dog on either side of us...they can bark for an hour at a time...sometimes when I have a migraine and sometimes at 3am on a weeknight! (right outside our bedroom window!) Why don't these losers get up and bring their dogs inside????! You have no business having a dog if you won't tend to it when it barks.
