Well from what i have heard (I live in rochester NY) It goes like this. It is not a ban on Igs in the state, and it is statewide. i have heard that after a certain date you will need a permit to own one. They are viewed as dangerous exotics, and the permit weeds out those who do not know or undrstand just how big an ig gets or what is needed.
I think this is whats happening. I got my info from a guy who puts on reptile shows, educational events, and also does rehabilitation, but i talked to him a while ago ao i am a bit fuzzy. Hope this helps.
