keep a grip on the base of his tail, just to make sure that if he DOES try to get away, you'll feel it and be able to stop him.

i know, i know, you prob. think that his tail will break, but you won't be holding on to the tail only. it'd just be a safety device and you would be able to feel when he was trying to go somewhere.

try walking around with rex inside the house with the leash on and him on your shoulder like he would be outside.
then, slowly, take him out for 5 minutes, then 10, and so on and so forth. let him get used to the sights and sounds first.
