I think multiple charges PER animal

It wasn't just neglect of each, it was overcrowding, abuse, inhumane caging, allowing close contact with corpses, etc, etc. etc.

He should be up for a jail sentence for each animal in my opinion, but then I've always been harsh when it comes to abuse, be it animal or human.
