knee flap?

while holding Joey today I noticed on his one knee he has a flap of skin...live skin...attached...it is the same color as the rest of his leg. It almost looks like a wrinkle...but it is only on that one knee and is 'higher' than a wrinkle would be & he's definitely not too thin. It is definitely a flap.
Anyone seen this before?
