Retained Shed?

My iggy Zeek seems to have a lot of black on the very top of his head. Now any time that I check, he never has any retained shed, but could the black on his head be retained shed, or just his coloration?

If it is retained shed, it is quite hard, like normal scales would be, so how would I go about getting it off?
