There are resources I have successfully used against petstores who abuse reptiles in the USA. Fish and wildlife laws are not nationalized the way the Animal Welfare Act is (it's from the US Dept. of Agriculture). However, each state has a division, sometimes called fish and wildlife, sometimes under the heading of the game commission. These agencies are responsible for protecting native species, but also captive bred, long-term captive and imported reptiles. It just takes more research to find out who can help you in your local jurisdiction.
Flavia, I don't know what the laws are like in your country, but with some research you might be able to find a government agency that can assist your limbless iguanas.
