He could definitely have the start of MBD because it sounds like he had a horrible diet and never had UVB exposure (a 2.0 isn't going to prevent it) but the good news is you caught it early and possibly can reverse it with diet alone (you'll have to see what the vet says since they can give an injection to help if need be). Be sure to tell the vet all of his past living conditions/diet before you got him too.

If you can get him some natural, unfiltered sunlight (any amount you can manage)...he will recover faster.

If you get a Zoomed 5.0 (make sure he is 12" or less away from the light) The Active UV or Powersun bulbs are stronger and can be further away (they are also meant for larger enclosures.

Take a fresh fecal sample if you haven't had that checked already. Good luck at the vet's.
