Neglect of animals is a class 1 misdemeaner.

A second or subsequent conviction is a class 6 felony.

Aggrivated cruelty to animals (knowingly tormenting, torturing, or killing an animal) is automatically a class 6 felony, unless it is a second or subsequent conviction. Then it is a class 5 felony.
