Okay... Hopefully i can help you with idea;s for your cages..
Having it near a window makes no difference at all. Glass takes the uvb/uva properties out of sunlight, and so having htem near a window doesn't really help them at all but just lets them look outside.
As for a cage outside - You can use a screen type stuff that the cats can't get into (i have two of them in my house personally) and if you make the cage Iguana proof, that normally makes it cat proof as well.
There are cage pages on the internet (cagesbydesign.com) that have very nice cage plans and also sell these plans or will make them for the size cage you'd like.
The cage size that you said you can build will only be enough for 1 iguana. You can perhaps build a second cage outside and put one iguana inside, and one outside. Perhaps when they are older you can let them free roam (not together =P). Adopting one out is also an option.
Is there also perhaps no room in your room? I know some peopel even have their iguana's living in the bathroom =P
Oh yes..before, if you are just using the window as the source of UVB light, you should look into getting a reptisun 5.0 basking light. You can buy a fixture at walmart for pretty cheap, just make sure you get the right size bulb.
