If you cannot find a solution within your home to separate them, I would suggest adopting one out (only keeping one). The bigger one is probably intimidated(or sickly). You can also convert a closet into a cage. If you built something the cats couldn't get in outside, you may be okay too. Seeing the cats may cause stress but if they have high basking shelves.....maybe it would work.
