Not knowing the extent of your ig knowledge let me see what I can cover.... Igs will produce eggs whether or not fertilization takes place. This, in and of itself isn't a major problem other than the toll it takes on a female's body.
As far as how to control populations, as in a case of "accidental" fertilization, there are many individuals that do just what you suggest. When eggs are first laid they can be gathered and placed in a freezer for 24-48 hours and then discarded. I say "accidental" because I personally think that anyone intentionally breeding iguanas simply for "pets", ESPECIALLY in the US, is acting extremely irresponsibily and only adding to an already serious problem of overpopulation in the captive market.
Of course, depending on either local cultures or your own intestinal fortitude, I've read that iguana eggs are actually a delicacy. Personally, I haven't had the bravery to try them myself. ; )
