Use water-based polyurethane on the wood. 3-4 coats should do it. When its dry (cured), it is non-toxic. Let it air for 2-3 weeks and then set up your lights etc. turn them on and let it air for another week. (Sometimes the heat causes it to let out more fumes) Along the seams (corners of the cage) in the wood you can use 100% silicone.
As for the length of time it takes to access a site, I think that that would have to do more with your isp than your actual computer. I have cable and even that is slow during peak usage hours.
