I have this same problem...except Cleo is free on her shelf, but since we started to babysit this kitty, she decided the safest place to hang out was on a grapevine wreath I have hanging near her shelf...needless to say, it's not exactly warm up there, either. I just rigged up a way to put a clampy light up there so she can hang out & feel safe, and I do move her to her warm sleeping spot at night. she stays usaully...hope that helps!!
