This is about the worst thing I have ever seen, and I have seen some pretty bad cases regarding iguanas. I felt like throwing up. This is out and out psychotic and goes well beyond the term neglect. I don't care if the kid is autistic who did it-- you could have a serial killer in the making with that boy.
