You have the right to take someone elses unwanted animals, but when you take in more than 5 (I think) animals to adopt out, you are in the business and must register. One of the reasons was that people couldn't have lost pets because of all these private groups. Another reason is to provide a minimum standard and shut down collectors, who normally don't provide vet care.
