CITES is stricly an import/export restriction, not an ownership restriction. Many CITES 1 reptiles can be purchased and legally kept (CB babies) they just cannot be transported across country borders without approval (not likely!)

Seperate restrictions as to whether it is legal to keep animals without liscences, are up to the government of whatever country it happens to be.
