If you REALLY don't want to jeopardize a friendship with a person who treats an animal so poorly and doesn't do her homework to take good care of her pet, I would suggest calling a local vet and/or the humane society, and asking them if they know of any organizations like the ASPCA in your area that could come in an conduct a check on the animal and instruct the owners what they need to do at a minimum to avoid animal cruelty charges. Most likely, you can call in the possible animal cruelty complaint anonymously, so that your "friend" doesn't know it was you who reported it.
