no argument -it says it plain as day in the Virginia cruelty laws where they give a definition of the word animal. But what does the federal act have to do with it?? I'm confused....

As far as me not caring for PETA's shall we say manner of operating ... that doesn't mean I don't recognize that sometimes they share decent information. :)
