Maybe that's his way of "playing" :). Mine whips his tail when he's trying to catch his balance -- if I pick him up or he is on my shoulder or something like that. He occasionally whips it in water, too.
Like the other poster said -- if he's active and everything else is okay, I wouldn't be overly concerned.
