If you've only had your Iggy three weeks, it's still getting used to you. It can take up to two months to get past the tail whipping stage, with my two Iggy's it took about 4 weeks. You can't let your buddy know he's intimidating you. Handle cautiously so you don't get bit, but don't back down. The territorialism of these guys goes beyond space, in that they will challenge for dominance, which is why you can't back down so they respect you. Hopefully @ 2ft, your buddy (or buddette?) doesn't hurt too much if you do get whipped (I know it can be scary), so just stay with it.

If you're using any kind of gloves, and it's not trying to bite, I'd lose the gloves. They can be real scary to your Iggy, and the first three weeks is the period in which you need to be developing the trust part of your long relationship. Don't mishandle no matter what, don't hit, etc. You have to understand that this little guy is just afraid of you, and being defensive. Once the trust is there, and he knows you're not going to eat him, he should start settling down.

Hope that helps a little....
