Let me ask, where is this store located?

First, try talking with the manager of the store. Point out the things that you mentioned here and see what happens. If you get nowhere there then a make a phone call followed quickly by a written complaint against the store to your local USDA/state veterinarian's office. This will be the office that licenses and investigates pet stores. After that, you could hunt around the area animal shelters/SPCA's for an animal *CRUELTY* officer not an animal control officer - there IS a difference. Explain to everyone that you speak with the situation, the reasons for your concern, and the measures that need to be taken to rectify the situation. And ALWAYS be professional about it.
