Ask questions. maybe someone just dropped it off on the counter. It does happen more often than you think. Ask if they are going to get it help.
They probably are required to get it help. Don't BUY it. Never pay for a sick animal. If they try to sell it or won't get help, then enlist Animal COntrol and the SPCA.
