Where I am (Western Canada, Calgary, Alberta) weather is actually quite similar to northern Montana or Washington. Colder sometimes yes (It can get to -40F here, not often though) but sometimes warmer as well! There are still plenty of days in the summer of 85-95F to take the igs outside. This past several winters have really been easy on us...more days of above freezing than below. (People were even golfing on Christmas day two years ago)
Really, the outside weather is not a big deal to indoor reptile keeping. Houses are heated and maintained at the same temperature as anyones in the Southern states (except they have to air condition to maintain that temp) The largest concern is not heat, it is humidity, as it is VERY dry here, and forced air heating only makes it worse.
As for the Canadian forums, they are quite general (a general forum, a lizard forum, and a snake forum) and unless you are into snakes, there is not a lot of action.
