Some iguanas stay smaller than others...just like people. Their level of growth and how fast they grow is dependant on a lot of things. Here's a couple questions (to get a clearer picture), and a couple suggestions.

First, I suggest that when referring to size in iguanas, you use the SVL measurement. That's the measurement from the tip of his snout to his vent. It's a much more acurate way because tail lengths can vary widely from ig to ig.

Second, I would try to use more variety in his diet. Throw in different greens from time to time like bok choy, rapini, mustard greens...dark leafies like that. Also try to mix in some veggies like butternut squash, kaboucha squash, few green beans, etc.

Third, what exactly are you using for a UV source? What kind of bulb?

Does he eat every day? DOes he poop every day? Has he been checked by a vet for worms?

::I wonder if I should put cat litter in his pan?::

Bad, bad idea. Iguanas tounge-flick things to check them out, determine what it is, if it's food, etc. Litter could catch on the tongue, be swallowed, and cause one *mean* impaction and a spendy vet trip.
