Someone please correct me if I'm wrong but I believe that ESU is putting out the Desert 7% fluorescent bulbs. If the bulbs you are using are not either fluorescent tubes (ReptiSun 5.0 or IguanaLight 5.0, etc. ) or screw in mercury vapor bulbs (ActiveUv or PowerSun) then your animals are not receiving any UVB. The ESU basking bulbs provide UVA but no B.
If the animals cannot get within 12" of a fluorescent UV source they are not receiving any beneficial amounts of UV. After 12" the UV decay rate is such that the bulb is being wasted as no UVB is being absorbed.
Since you are having a new enclosure built I would make the same suggestions to you that I made to Josi.....
