Yes fake plants are fine.
No on the french fry light just on basic safety considerations! Those lights get extremely hot and if memory serves me correct from my days as a burger jockey they require special fixtures. In the average enclosure, there is no reason why a standard basking light shouldn't be enough for heat. If you really feel you need something stronger, I would purchase a UL listed flood light like the kind used to light up outside areas.
OR
You could skip the whole one bulb for UV one for heat and get a combo bulb like T-Rex's Active or ZooMed's Powersun.
