Size of the enclosure is dependent on the size of the ig regardless of age. We've got a 3 year old here who can STILL live in a 30g tank - pitiful as that may be. If you are going to invest the money in building an enclosure my personal suggestion is to keep searching the net for different designs, make some notes on what you like and incorporate those likes into your own design. 6x6x3 +/-should be minimum size - but only you know what your space looks like. Adapt accordingly.
Heat gradient, light (basking and UV), and humidity are the constants. The rest can be more or less left to your own creativity and design.
As far as cost - depends on your own level of handiness. Materials can run from "free" to several hundreds of dollars. If you can build it yourself you can save money that way. If you have to hire someone to build for you THEN it could get expensive - defined as possibly $1000+.
