Well, as far as the monitor goes, and the cost of feeding rodents, you can always breed the mice/rats yourself. My dad's kept hawks for as long as I can remember (even about 15 years before I existed). My lil sister used to breed mice for my dad's hawk, although her supply could never quite feed the demand, heh.
And as for the iguana, that size of enclosure Should do quite nicely, but if 3ft is the height, I'd probably think about making it a lil taller, cuz these guys love to climb, and $500 will go a LONG way if you shop around.
If you live in a nice warm climate, you could build an outdoor enclosure, which could cut the cost down, given that it doesn't have to look perfect and fit in with the furniture in your house. We just build a L10'xW5'xH7' enclosure out the back for our two Iguanas, and total cost on that was about $300 for wood, plus what would've been (if it hadn't been donated) was about $150-200 in mesh.
All the furniture inside the enclosure was free. We were just on the edge of a hurricane a few months ago, so just driving down the road, we found some big oak logs (12-18" diameter, 18-36" long), of which we used 3, plus we cut some limbs (2-5" diameter, 4-8ft long) off our own oak tree for them to climb on and to get between the two shelves (one for basking, one for feeding/sleeping).
Here's a pic of the enclosure before we put the mesh on, so you can see how it went inside.

As there was no real rush to get it built (it was still a lil cold outside at night) I built it up in stages over the course of about 3 or 4 weeks, but working solidly I could've done it in just 3 or 4 days.
There's also a bridge in there I made out of smaller oak sticks for them to get from shelf to shelf easier (they're amazing jumpers when they want to be, but I didn't want to take the risk). And yup, the nails are sunken slightly so the Igs can't get caught on them.
