As long as you can securely mount a panel there shouldn't be a problem with mounting one outside an enclosure. Something to think about though - if mounted outside you'll be heating up (I am assuming) the hardware cloth directly in front of the panel. Personally, I mount mine directly inside the enclosure and secure the electrical cord into a corner and through the wall of the enclosure.
Note that mounting a panel externally will only work if you are using some sort of hardware cloth on the enclosure. This will not work if you are trying to pass heat through glass or wood. I know it sounds silly to have to mention it but better safe than sorry.
