I'd personally add some more lights (to help make it a bit more toasty at top) and also maybe a ceramic heat emitter, one for each side of cage... I've heard the heat panels are good, but have yet to try one. Only thing i'd be worried about is the ability for the heat panel to withstand weather. Ceramic heat emitters also require a porcelin socket (so it doesn't melt the plastic) that you could maybe mount in the cage? I'd definatly think about the heat emitters, as you can't keep lights on during the night and most of the time the night lights don't give off enough heat. (i live in Arkansas, i kinda know about how your temperatures run).
I personally have to use a 100-150 watt heat lamp, UVB light, and ceremic heat emitter in my indoor cage. Personally i have to keep that emitter on a lot more in the winter (almost all day/night) just to keep his cage where he needs it. So outside i'd assume it'd be a lot more colder than my cage.
