When newspaper is readily available everywhere and is an inexpensive alternative, there is no reason to use sand. Among other things, sand can be a breeding ground for all kinds of nasty things. Even if you were to scoop out the poop, the urate will saturate the whole thing and you;d need to dump all of it out and start over with fresh every time the iguana goes to the bathroom.
