As Samcin mentioned, a call to your local USDA could help. The USDA's Animal Division licenses pet shops if I'm not mistaken. Be prepared to back up your phone conversation in writing as they may need a written complaint from you in order to take any action. Be prepared to fax it if at all possible - the quicker it gets there the better. Snail mail the original if they need it. Even though the USDA will most likely filter this down to your state vet put a call in to him/her anyway. If at all possible, find out what experience (if any) he/she has with reptiles just so you have an idea of what to expect. If the state vet knows little to nothing about reptiles then it may be difficult for t hestate to enforce any sort of laws. Conversely, if there aren't any laws in your state regarding reptiles to enforce.......
If you are at all up to the task, you may want to volunteer your services to them as far as being their "goto" person for reptiles.
