It means both. All animals (even humans) "shed" skin folicles, but reptiles instead of a constant exfoliating, shed entire patches, or their whole bodies at once.
Young growing iguanas will should be shedding almost constantly, by the time they finish, they usualy are starting again. Adult iguanas will shed 2-4 times per year.
The process can take as long as 2-3 weeks to completely finish. (age and humidity play a factor) It might look ugly to you, but it is a good sign of a healthy, growing young ig.
