: Don't just walk away if you see a sick animal.
: It is important to POLITELY tell the store selling the animals that you won't buy a sick animal. Once people start demanding better quality animals, the people caring for the animals will be forced to pay attention to proper care.
: Pass out caresheets.
: Ask the store manager if you can pass out caresheets to store employees and customers. If they say no, pass out caresheets outside the store.
: NEVER pay for an animal to rescue it.
: If an animal needs rescuing, then press the issue of getting it veterinary care. Offer to get the care if they release it for free. If you do pay for the animal, it will just be replaced and the cycle continues.
: Report abuses to local humane societies.
: Provide them with a list of all the things the store is doing wrong, giving dates and approximate times. Try to take photos and video of the conditions. Do so in a manner which lessens the risk that you will be asked to leave the store. Try to get short, written statements from witnesses. Ask veterinarians to visit the pet store and write an "expert statement" as to the conditions and health of the animals.
: If the local shelter does not have the authority to help, call or visit your local police department.
: Take along a copy of your state's statutes on animal cruelty. Provide law enforcement officers with a written statement of what you and other witnesses have observed, including dates and times. If possible, also provide photographs. Let them know you stand by to assist with prosecution in any way. Find out when they plan to investigate and call the following day to see if any action was taken.
: If the store is in a shopping mall, complain to the mall manager.
: Ask the mall management not to renew the store's lease.
: Request your county or state health department conducts an inspection.
: Although the health department does not specifically license pet shops, it should still inspect for dirty conditions that may pose as a public health risk.
: In the case of birds, psittacosis found in a store or breeding facility qualifies it for shutdown.
: Contact your state's veterinarian.
: Try your state's website, http://www.state.xx.us - where xx = your state's two letter abbreviation, then look for the agriculture department page or use the web site search engine for "State Veterinarian".
: Please note that not all state veterinarians are well versed in reptiles and other exotic animals. They simply are not exposed to them enough. A copy of a care sheet sent along with any written correspondence may or may not help. State vets offices are also usually terribly understaffed and/or underfunded so give them as much assistance as you can.
: Contact the APHIS' Animal Care Program.
: The APHIS conducts inspections of licensees to ensure compliance with the Animal Welfare Act. Any violations that inspectors find can lead to civil penalties and license actions. The AWA requires that regulated individuals and businesses provide animals with care and treatment according to standards established by APHIS. These standards include requirements for recordkeeping, adequate housing, sanitation, handling, food, water, transportation, exercise for dogs, veterinary care, public contact, and shelter. The law regulates the care of animals that are sold as pets at the wholesale level, transported in commerce, used for biomedical research, or used for exhibition purposes. Retail pet shops are not covered under the AWA unless the shop sells exotic or zoo animals or sells animals to regulated businesses.
: Currently, cold-blooded animals, such as snakes and alligators, are exempt from coverage under the AWA.
: If these measures fail, notify the local media.
: Bad press can motivate some people to clean up their acts.
