I have a 4yr old and spend maybe $10-$15 per week...MAX!
I'm not sure about plantains, though. It really depends on how much you give them. They are pretty high in phosphorus(not good), VERY low in calcium, but have a decent amount of protein. If you did feed them those, don't give them too much too often.
Lemon and orange peels are real good for IGs. They're high in calcium and protein. Papayas, figs, kimquats, and prickly pear are good ones, too.
Of course, it sounds like your 'baby' will eat anything!
