Chemicals would most likely be in the soil of the plants and also, putting a hibiscus plant in an iguana's cage is asking for him to clean everything off the stems...........and HE/SHE would too.

Best thing to do is first replant the hibiscus in chemical free soil. Next you'll have to wait (suggestion) at least 4 to 6 months for the chemicals to get out of the plant itself. Once the needed time has gone by, I would just pick some off the plant and feed it to your iguana with it's regular meal. Iguana's can eat both the leaves and the flowers.
