Yes he can get plenty of UV from a wire cage. Always keep an eye on him outside unless he is in the shade (because they can overheat-- when they start gaping--opening mouth wide it is time to let them cool off)

Real sunshine IS the best and they get all solar charged full of energy and good looking after being outside! ;-)
