You're obviously impressed with the out of state vet - enough to consider shipping Zila. Why not see if both the OOS vet would be willing to consult with a local vet? X-rays can be FedExed if necessary, any other info can be faxed. It may cost just as much or more than shipping Zila but at least Zila won't endure any of the stress of shipping. It may not be a final answer for Zila but it just might get him started on a road to recovery. Once he's in better health you can try shipping him if you haven't found a qualified vet locally by that time.
If you explain to both vets that you are trying to save this little guy's life then one (or both) may find it in their heart to give you some sort of discount on fees as well...;)
Dragging any limbs or black as a digit color is not a good sign at all. Keep at it as far as trying to find a vet. Keep getting Zila out in the sun as well. Best possible source of UV there is.
