All reptiles grow continously so there is no such thing as 'fully grown'. Sure, they put on growth spurts early on to get through the vulnerable stages of life when they are on everything's menu and then tend to slow down but they never really stop. Lizards shed in bits and pieces and not in one go so it can seem a continuous process. Green Iguanas can live for around 30 years so at nine months yours is still very young.
