Well, first thing I can suggest -although I too really want to know what brand of lights you are using, is that the diet could be improved. Carrot tops are not all that great. There are many sites, including our own, that have lists of the better foods to feed an iguana. Additionally, how much are you feeding her every day??
Second, the basking spot is almost a little too hot -try lowering basking to around 100 with a general temp of 80-85.
Next thing, when was she gravid? Our female did not eat very much for the last 2-3 weeks of her condition. It did affect her overall size.
I'm assuming that if you haven't had a fecal done, you haven't taken her to the vet. I would get her in ASAP and get a blood panel done to check the cal:phos ratio. There could be a medical reason she is not growing and it may not be something you can detect just from looking at her.
As far as parasites/worms, if you are taking her outside, there is a chance she could have picked something up out there.
