Here are my thoughts ....

While the idea of having to posess a license to own is a great idea -there are a few problems with it. Talk to anyone from Maine and I am sure they will be able to give you a first hand account of the pros and cons. Unless the process is set up in such a way that only knowledgable people were appointed to the license review committe, the entire process wouldn't work very well. Getting those knowledgable people into those positions isn't going to be easy -an obtainable goal yes, an easy one no.

Shops are supposed to have a special permit in order to be able to legally sell exotics, the short fall is that there is no official "exotic animal list". After doing some research onour own we have found that the permit seems to be nothing more than talking the talk without walking the walk. Trying to get any agency to enforce the exotic permit is like pulling teeth.

Getting laws made, changed and enforced is long and grueling process. Like you said, even with laws in place there are no guarentees. So, what to do.....

The most immediate beginning of a solution is to educate the public on how to care for these animals. Be loud and be visable and let people know that there are good resources out there to help them find what they need to know. While all of this educating is going on, start the process of legal change. Start bothering your animal/environmental friendly goverment. Get involved, get your local herp society involved ...

Changes can be made but someone has to start the ball rolling. Most people aren't willing to spearhead such a major undertaking as this! Even if the start is your own local pet shop nad you supplying them with educational packets -it's a starting point!
